INT. ALL-NIGHT DINER — BEFORE DAWN

Formica tables, fluorescent lights, a bored waitress. Elara and Kai sit in a corner booth, a laptop between them.

ELARA I spent the last hour pulling apart those metadata fragments. The timestamps cluster around a pattern — uploads every Tuesday and Thursday, between 2 and 4 AM Eastern.

KAI A schedule. That’s not an algorithm. That’s a person.

ELARA A person with access to restricted environmental data. Some of these source documents — EPA internal memos, corporate compliance filings — you can’t get these through FOIA. Someone had direct access.

Kai taps the table, thinking.

KAI The Civic Data Initiative employed about forty data scientists before it was shut down. Most of them went to private sector. But a few refused to sign the NDAs. They walked away from the severance.

ELARA And you think one of them built the archive?

KAI I think someone spent the last decade finishing what the CDI started.

The waitress refills their coffee. They wait until she’s gone.

ELARA I cross-referenced the CDI staff list with the archive’s document classification system. The taxonomy — the way topics are tagged and cross-linked — it matches a framework published in a paper in 2009. “Semantic Structures for Environmental Knowledge Graphs.”

KAI Who wrote it?

The Hacker Space

Elara’s basement apartment, repurposed. Three monitors, a wall-mounted 65“ display for graph visualisation, and more cables than furniture. The windows face an alley. Good for privacy, bad for ventilation.

The ISP connection runs through a chain of anonymising relays, but the physical address is on Elara’s lease — the weak link that forces their evacuation in The Trace.

Kai Nakamura

Age 44. Former investigative journalist, now teaches media ethics at the community college. Was forced out of the profession after his series on the Civic Data Initiative was killed by editorial. Still has contacts. Still has enemies.

Knows Ruth Gallegos at the EPA from his journalism days. Believes the truth is a public good, not a commodity.

Joins Elara in The Archive. Recognises the name “Project Loom” from his CDI investigation. Orders the evacuation in The Trace and plans the verification chain with Ruth in The Source.

Elara Voss

Age 32. Self-taught systems engineer and data analyst. Works freelance penetration testing by day, digs through abandoned data archives by night. Her apartment doubles as the hacker space. Runs on coffee, spite, and an unshakeable belief that hidden information wants to be found.

Built the dead drop — a distributed encrypted storage network spanning seven jurisdictions. Paranoid by profession, meticulous by nature.

Discovers the Meridian Archive in Opening. Traces the Meridian Holdings shell company structure in The Trace. Evacuates the archive to the dead drop in The Dead Drop. Identifies Dr Lena Vasquez as the probable archive builder in The Source.
